The oldest children should be able to clean up after themselves and prepare at least simple meals like sandwiches. The older children should be teaching the younger children as well. They need to learn how to handle kids themselves. That means patience for their inexperience but being stern when they're just fucking around. He's allowing his kids to stagnate and they aren't maturing which will only hurt them in the future.
