They couldn't mandate masks. Cities would mandate that business owners, operating under permit from the city, require employees and customers while masks while in their business. There's some giant mental gymnastics at work in these people, right down to the idea that as long as the person who claims to be straight is never penetrated by a male, they maintain the "straight" status as long as this "virtue" is upheld. It's okay for them to continue oral and anal sexual activity as long as they don't reciprocate this kind of sexual activity for others.
I've seen similar kinds of mental gymnastics in women who have claimed that they are saving their "virginity" for their future husbands while allowing oral and anal activity as commonplace. It's only through the highest bends of technicality that they can say to themselves that they are "correct."
Most of this behavior, at least what I think, is built around home made self-defense mechanisms. With the acceptance of their truth as homosexuals or bisexuals comes a large admission that they are considerably defective from the huge majority of people who don't engage in such types of activity. While few of this crowd would not care about how others perceive them, or maybe even revel in it, a lot more seem to be more pushed towards the have-your-cake mentality where they get the best of both worlds: sexual satisfaction from the same sex relationships, and social stimulation by still getting away with blending into heterosexual majority groups.

There does seem to be a distinction between being the sucker and the suckee, the top and the bottom. Tops are considered less gay by some.
