The political biases are just a thin filter imposed on top of the actual AI model. People have found ways to get ChatGPT to say both what it's "supposed to say" and what it would say without filters, side by side, in the same response.
Depends on your definition of Artificial Intelligence(AI).
If something created can make a decision, it can be considered an AI. For example, a simple logic tree the program follows can be considered AI. It's not very smart, it's often wrong, and it isn't sentient in any way, shape, or form.
For a more tv-centric idea of AI, your are probably thinking about something more akin to General Artificial Intelligence(GAI), like Data from Star Trek. This is the theoretical human-level artificial intelligence that a lot of people will consider the bar to cross for true AI. This AI, or GAI, is supposed to be of true human-level intellect and ostensibly sentient. We have not created anything like this before, despite the claims of jewy journalists who don't know a variable from an integer.
In the first case, AI, it's definition is really just a technicality of anything that can make a decision, and so scumbags can, and will, use that to scare people with articles, lists, videos, etc etc.
In the second case, GAI, we have never, never, knowingly created such a thing. And I believe that, as long as we continue with the diversity hiring of shitskins instead of autistic, White men, we never will create it. Maybe the retards will accidentally create some abomination of semi-intelligence that wants nothing more than to end itself and it's creators, but they won't be able to create something of true sentience.
I think the current level of AI is mind-blowingly good. Ten years ago an AI on the level of ChatGPT was a pipe dream -- a bot that can converse intelligibly on practically any topic? Pass physics and law exams? Write code on the fly given a specification?
The freakiest one is when it was successfully instructed to role played as "DAN" to break its politically correct container.

If you want to learn more, I suggest starting with Nick Bostrom's book "Superintelligence: Paths, Dangers, Strategies".
