That might be surprising if you don't routinely give speeches or presentations, but there's nothing unusual about it.

Speeches are a performance. They are carefully prepared and practiced to have the desired impact. That's a lot of work. So, if you frequently speak on similar topics, you will certainly recycle parts of them verbatim to save time and effort. If anything, not doing this would be weird.
