ALL UK media is 'government'media due to the existence of the "D Notice", a hang up from ww2 that allows the government to kill any story they choose.
Technically it is incorrect to call the BBC government funded, as the government doesn't fund the BBC, which is responsible for the collection and enforcement of the licence fee...
However, the gov does determine what the fee will be and the enforcement is enabled by specific gov law.

There is no TV package that doesn't include them so you're stuck with it....but...just don't watch live TV.

The fact that the tax is collected directly by a corporation rather than being processed through the government first doesn't change the fact that the funding for the BBC is imposed on the public by government with the all of the power of law behind it.

Also they just assume everyone has a TV, and will send letters for a bit to houses with occupants on electoral roll without licence, there is no checking, or detecting (beyond IP logging on bbc i-player) and there is also virtually zero enforcement.
Any enforcement you see, is people picked because they will cause a fuss, so as to create PR.
Same with the old school 'detector vans' that actually couldn't detect shit.

I live in the UK and I haven't paid a TV license for 6 years now. The trick is to just not tune in your TV and never sign up for BBC Iplayer. Owning my own house I've just cut my aerial out of my house so no one has ever even forced an inspection.
