I don't like "3 strikes law" per se because it ends in ridiculousness, however if you thrice demonstrate that you are unable to refrain from violent crime, hanging seems appropriate to me.
I would like to bring back exile as well. Maybe we are not comfortable sentencing someone to death but just know that he doesn't belong here. Ship him to convict island. Maybe he will survive on his own merits.
I really don't like the idea of letting them live. Exile doesn't work, unless you're exiling them to hell. Tender hearted be damned, they're the reason we're in this mess.
Exile is better than death, in exile you will have an isolated population of criminals living in freedom separately from the people they terrorized, and you will see the kind of society they build when left to their own devices.
Better to have a living example that shows themselves for what they are than to have a dead guy who could be made out to be a martyr or something they were not.
It also allows you to be seen as a merciful leader for not even imprisoning them, but letting them live freely on the condition they not be permitted to reenter the society they offended against.
There should be a penal colony established on some island somewhere or in some region of land where al criminals go, regardless of the offender's age or sex, and regardless of the crime committed. If you commit any sort of crime against any sort of person, you go to the penal colony.
It will be a lawless place where the strong and smart rule and where the weak and stupid die, a better world to live in, where the best people will be free to form a group and take over. Anarchy is best for the creation of a better world, we need anarchy right now to shut down the existing order and allow a new society to rise up.
