One of the big problems is all these government positions assume a basic level of competence and understanding and respect for law and reasonableness. There are really no systems in place to check these board members and these organizations on a daily basis to make sure they're doing just basic reasonable things. And what's happened is in a huge amount of these boards and government offices you've got people who don't do reasonable things and don't even want to or understand the need to do reasonable things or if they do understand the need to they absolutely personally object to it and want to fight reasonableness. So what that means is you really have to have a daily police force over all these organizations looking and seeing if what they're doing is reasonable and none of the government is set up that way. And there's no real easy way to remove board members or anything else.
