If you will recall, it came out that the FBI had been flying fixed-wing surveillance aircraft over Kenosha (and God only knows which other cities) during the Summer of Love's mostly-peaceful protests.

Now, consider that they wouldn't just know offhand precisely which parts of the city would be prime targets for reconnaissance and coordination during the actual riots, so they would have had to gather data and samples long in advance so they could better understand where to deploy their resources to best monitor and manage the situation.

Perhaps we are seeing the initial steps of another riot being staged by the Deep State?
