From what I read in the article it does not appear that the guy who was shot was actually committing a crime. If he was doing these things inside his own home and the shooter's family saw him through the window then there is nothing the police could do about it. Was he a pervert ? Good possibility. Did he commit a crime? No.

It's inside your home. Not considered a public place. There are no laws requiring you have curtains. Seems messed up in this scenario but that's the law to my knowledge.

It doesn't have to be "considered a public place" when it's leud conduct directed towards a minor. Would you also consider it not a crime if the child was in this pedos home, and he was beating off in front of the child?

If this pedo was in his home, jerking off in front of his active webcam, while chatting with minors online, who can see his webcam, would that also not be a crime? Are you simply unaware that exposing oneself to a minor, especially if you're masturbating, is a crime, regardless of the location? How much have you actually thought this through? If he was a pedophile then he got what he deserved no doubt about it. If it was truly intentional to expose himself to minors then I see the crime, same as the online scenario. It's the intent part that's the question. The story says it happened twice so there's possible intent but based on what was reported it still would be hard to prove.
