I remember being a kid at summer camp, and the head counselor got struck by lightning as he was kneeling down with his hand in a puddle. Huge pine trees all around, but the lightning chose him instead. He was okay, just hurt his arm a bit. There was a huge blast crater in the dirt where that bolt hit the puddle.
The tires completely insulate all the vehicles, so they really don't count for height. The building should be taller and electrically conductive to some degree, even without a lightning rod, but the fact that the guy was the lowest resistance path is pretty crazy.
The rain definitely helped, as did the vast area of the parking lot, rather than being in an area with more paths for charge to accumulate.
If there are puddles, then shoes wouldn't make any difference if the water can touch skin. It does kind of look like the lightning strikes just as the guy hits a puddle, but that might just be coincidence in the video.

I'm gonna go with death ray. An aircraft shot a laser beam at him. The laser beam was only a pulse lasting a few microseconds, but had such a high intensity as to cause the air along the beam to ionize and plasmafy, thus creating a conductor directly to the man for the ground/cloud discharge. They do it with mobile ground units equipped with tesla coils... why not utilize the natural energy source from above?
If they don't yet have this technology... whoops I guess I spilled the beans. I expect my royalty checks. Seriously though, if you fuckers would actually pay me I could build you some badass weapons.
