Nope. Illegal in a lot of Europe. A few women have gotten arrested for using pepper spray to defend themselves.
I can't imagine living over there. Not being allowed to carry anything for self defense. Even non lethal weapons. While being surrounded by violent people.

We have many instances of ethnic on ethnic disputes (like the rest of the West.) Some months ago a bunch of Indians - Hindu/Muslims (or may have been Sikhs, can't remember) got violent in Melbourne.
