depends on how you enforced it. If you just put up a sign that read "whites only" then the fed will shut you down. federal Civil Rights Act of 64 iirc.

However you can call it a private establishment and charge temporary membership entrance fees at the door and give the food away for free. In that case you can deny or approve anyone for any reason.
