This is a cheeky response to Norway/Finland playing literal reindeer games. In that region, reindeer herds are moved across large areas - the people who maintain them have always lived in that region with little regard for the borders so far north. The scandis started getting uppity about it earlier this year so now the Russians are responding in kind.
