A far,far more effective strategy is to keep the migrants in jail for a few years then deport them. Those migrants will go back to their villages and tell everyone how they lost 2-5 years in jail and still endes up back there with nothing.

If those same people are dead they are out of sight, out of mind. Very few of the others will ever know they died. If they show up 5 years later everyone in the village sees them every day.

I grew up in the country. I know it happens, but I've never understood this. I get there was a "day and age" and possibly a time when bullets were not the sort of thing you could spare. But there are better options than drowning. Find a local shelter and take them there, and if there's no room, get them euthanized properly. Or do something fast and decisive. Drowning is a ridiculous solution. I remember having to deal with something like this, and so I asked around at work and other places, and I was amazed at the number of people who suggested drowning. My great grandfather did this kind of thing; I recall thinking, damn, this really is a practice we could get rid of.

I actually found one of such sacks washed up on a riverbank in NC when I was a kid. All the kittens in it were still alive, and we found them homes.
