Wait, are 4 way stops not a regular thing in Australia?
This isn't difficult.
Everyone stops.
Then a big "No, you go!" hand waving battle starts between the car drivers.
Then somebody inches out to test if he's the Alpha.
If he is, he goes.
Otherwise, everyone just waits their turn.
Pretty fucking simple.

The problem is all these silly faggots are driving on the wrong side of the street.

Plenty of 4-way stops in my neck of the woods, but they only work when there isn't a ton of traffic. If this is a really high-traffic intersection, this would be inefficient as fuck. Put a fucking traffic light in.

4-ways should be eliminated anyway. Roundabouts are the way to go, except if you get behind an 80-yr old at one of them. They seem to think you cannot go if there are any cars in the loop.

That's the norm here in Quebec. Whoever stopped first goes first. Except in my particular neighbourhood where the Italians completely ignore the stops and go right through.
