It's probably not rabies. Rabies is really rare. The only way to tell is to go down and get bit. If you get rabies, there's a good chance the raccoon had rabies.

It is NOT Feline distemper, but raccoons often get Canine morbillivirus. Feline distemper does not induce this symptom in raccoons, but Canine can cause circular walking.
We have no apple trees or crabapple trees here in my neighborhood, so that knocks out 70% of your possibilities.

Male raccoons have a 4 mile radius multi-day trek region, in suburbs. Ornamental crab apples wont ferment for 4 more weeks if this is NYC, so 70% chance is eliminated if video is genuine and new, but BPPV is most likely still, depending on head position of raccoon when it slept last.
