People usually come down into one of three broad groups:
1) The active, these are your shooters, and they are always the minority. (Think of them as "Combat Arms")
2) The active supporters, these are the people who are willing to provide active support to the shooters (Think of these as "Combat Support")
3) The passive supporters, the people who might not be willing to risk actively supporting, but they will resist in passive ways, denying support or information to the enemy, providing intel about the enemy. This is usually the biggest group. (Think of them as "Combat Service Support")

There is a vast fourth group of course, consisting of all of the people who just want to be left alone, and hoping that if they just keep their heads down and mind their own business, it will all blow over. Eventually, in time, circumstances, and enemy action will drive them each into one of the three previous groups.
