Lots of groups use the NAXALT fallacy. It's not simply low IQ, though many who use it are low IQ. It's a desperate attempt to dodge an argument. But even niggers know per capita, when it's put in the context to of making them out to be the victims. They will tell you about the disproportionate application of the criminal justice system all day long, while ignoring the disproportionate commission of violent crimes.

It is jew kvetching, which many liberals and "clever online trolls" have latched on to. Unless one drones on qualifying every point to the level of ad nauseum (thus losing one's audience's attention, which is the aim), they will intentionally take the statements out of context. Even if one qualifies something like "criminal blacks cause problems," the kvetcher will intentionally assert the inference is all blacks are degenerate, even though it is obvious one was speaking of a subset in this case.

This is why it is not worth anyone's time arguing with them. A bullet is a much more effective argument.
