This situation bears a striking resemblance to the "Morlocks" in H.G. Wells "The Time Machine". They lived underground and were also eating people that they had been fattening up and dumbing down for slaughter. The people in that book had also been conditioned to follow the sound of an air raid siren, the object used for fear mongering at the time.
The name Morlock might be a play on "Moloch".

I'm not defending these people in any way but the high-chair is in the actual basement of the building that they were using to store their dirt from the tunneling. Most churches have high chairs and things for a nursery. There's plenty of weird things going on without pushing that out front because it can be used to help dismiss the situation.
