I don't know the answer really, but I have been leaning towards draconian levels of enforcement of the current laws, as unpopular and beset with its own problems as that would be. We would have to majorly, majorly reform how officers investigate unrelated crimes during traffic stops for one. And it would be extremely cost prohibitive, as the administrative overhead would massively outweigh any amount of revenue from fines. Amongst other issues. I've also been kicking around a carrot and stick routine, where driving poorly would be prohibitively expensive while driving safely would be financially rewarding, though I have my doubts as to this working looking at how ineffective the insurance system seems to be at inticing people to not drive stupidly.
Regardless though, we need some massive stop-gap measure between now and the proliferation of self-driving vehicles. Not only to reduce injuries and fatalities, but also to help alleviate traffic and stamp out the ways that drivers make road travel so inefficient.
