States don't send taxes. They receive them. The federal government is that much more effective at collecting taxes and also has a money printer.
Taxes don't pay for things. Printing money does. Taxes just make the token valuable because you need to pay some to at least one party or go to jail. Then once the token has established value those with the money printer can have all the money they want. Some of it goes to the government as a loan with large banks as an intermediary. Then some of that goes to the states.

A politician's job is to drive up government debt so you are slaves paying the interest. Millions and millions and millions every day to the interest. The capital isn't touched.
That money for the debt comes out of something. Emergency services, infrastructure, name it.
I'm thinking states need to issue their own currency. All it takes is issuance in accordance with the market size, and instantly it'll be worth more than the inflated nose-notes.
