If you can convince society that a baby has agency such that it can approve an action by an adult. Then that society can also believe a baby has agency to agree to sexual abuse.

Another way it normalises pedophila is in the opposite of the reason she purports to do this: if you repeatedly ask for consent to say change a nappy, and ignore or go against the wishes of the nappy soiler you are teaching that baby that consent is NOT important. If your consent is repeatedly violated in mundane things it won't be shocking when it is violated for other reasons.
