There have been periods in the past when the US military wasn't much better off.
I've seen old black & white films (that I looked for and can't seem to find right now) of US troops during the inter-war period (20's and 30's) when the Dept. of War didn't have a pot to piss in or a window to throw it out of, conducting field exercises with crude wooden machine guns, and trucks with a painted sign on the side saying "TANK", using bags of flour as "grenades", just so they could at least go through the motions of the tactics.
