Yeah, that's whatever. You don't have to treat it, or feel for it, the way the owner does. You just have to tolerate it. I don't know who the dog's owner is to you, but they obviously think highly enough of you to trust you to give basic care to, what they consider, is a beloved member of their family. You don't have to like that dog, and some small dogs are god awful. That dog doesn't realize it's being a shit head though. It's probably confused about why you're there and not the owner. It probably misses it's owner and doesn't have a way to process that anxiety. Treat it like you'd treat someone with dementia. It's not the dog's fault, and if you're anything like the person I think you are then I know you'll understand that.
