Wonder if in some conditions that is better. Israel actually trains their police to hip fire with instinct rather than aiming in theory because they claim that under real stress typical training doesn't work reliably because pulling a trigger requires fine motor control and under real stress you don't have fine motor control so forcing it in the moment you won't get the same result that you trained.
I think part of it is also that 50% of aiming is about what you don't hit and Israel doesn't care about that. But a weapon should be visceral not a surgical device. Slam firing a rifle to hit a small target 400 yards out obviously will never make sense. But with a shotgun you might as well make it fit that caveman weapons instinct better that we all have.
