Basically you need civilization to live. If your macro civilization isn't functioning then you need a micro civilization to function.

Even the most skilled people don't make a civilization over night so likely you need a functioning micro-civilization before collapse even happens. This is why the Amish and more broadly tight nit religious groups are going to be those micro-civilizations.

It should be that way right now. States are too big. Smaller communities the size of suburbs should police and govern themselves. It would be nice to have your own community's sherriff, somebody local that stays local. There should be a local representative that everybody knows. That way, everybody knows who's accountable.
