Grant programs should be private, not tax-funded, then they can give out money however they damn well please, and donors can choose which grant programs they want to support. Then the problems work themselves out.

Sniff test that to pass the 1965 CRA:
Replace 'POC Only' with 'White Only'. Or no dogs kikes niggers krauts or irish allowed.
See if it still passes the test. If it doesn't then it needs to be cancelled with a $T class action. Where to start.
