The scheme also assumes a heating thermostat setting in bedrooms of 15 degrees between midnight and 7am –

No wonder they're cold. I keep my thermostat set at 65 degrees - 33 degrees ABOVE freezing.

And even with nights at 49-50 degrees, it's still 71 at 8:36 am.

And why are so many homes badly insulated? Mainly because of kike-ish landlord who don't care if the tenants freeze or spend a fortune on heating so long as they can make pennies.

Hell, most landlord won't even do basic maintenance let alone improvements like insulation, double glazing, draught plugging or installing efficient heating.
