That quote isn't in that story, which didn't provide a link to review the actual context of the speech.

Where is that quote from?

Not sure why this is "breaking news".

Journalistic (writer's)license.
Putin has essentially said he will do whatever it takes to finish the war in the Ukraine, including using nukes.

No he didn't. Provide the sauce on that. Quit making shit up.

Russia is just about finished with 100% of their stated goals, and are now, almost exclusively, in a defensive posture, where Ukraine is attacking Russian positions.

"Finishing the war in Ukraine" is simply the Ukrainian government agreeing to the terms laid out 2 days before the incursion. The newly created regions will be either sovereign or Russia, depending upon the vote of the region's population.

Ukraine will not be a part of NATO or the EU.

And Azov will no longer be allowed in or near the newly recognized regions.

That was the conditions from day 1 and they haven't changed.

"These alleged developments led the 71-year-old autocrat to conclude Moscow must now consider updating its nuclear doctrine in preparation for atomic warfare, announcing that defeat in Ukraine would mean 'the end of Russia's statehood'.:.

The "autocrat" that won his election with over 70% of the vote and the one that's using the the authority granted to him by the Russian Parlement to do exactly what he is doing in Ukraine? The same "autocrat" that isn't going any further than the authority granted to him by that same Russian Parlement? That "autocrat"?

And, do you think, maybe, it has something to do with the Biden administration "quietly" upgrading every nuclear weapon that we have in the European theater while the EU openly threatens to begin using troops and NATO in Ukraine? Or, how about the US now openly arming the AZOV Battalion and giving Ukraine permission to strike targets inside Russia using weapons that only trained US personnel and US technological support can make effective?

Ukraine presents ZERO threat to Russian existence. The US and NATO however are a threat and are directly provocating Russia into war.

Gee, I wonder why an "autocrat" would say such things. Hmmm.
