The businesses then fail and leave. The block attracts more homeless. More NGOs get more tax money. More monthly welfare checks are issued.

The homeless problem grows, and expands to more blocks.

Why in hell would anybody with a business want to remain in the downtown of a major city? Get the hell out of the big cities and reopen in a smaller community. Big cities are cesspools of human debris.
