What is the fucking backstory here? It seems like this cop was out to arrest this man. From the phony traffic stop to proceeding to the arrest despite total compliance, everything about this screams pre-meditation, at least to hem this particular guy up. I'm wondering if he had some history with the cops in that area.

Not sure, but the out of state paper plates, and at night prob screamed to the cop - drugs / felon with a gun/ suspended license or some other cop cope.
Pretty sure this was a negligent discharge, trigger was pulled too fast and the officer didn't fire multiple times, as they tend to do. Manslaughter, not murder. Of course he won't be prosecuted for that either.

The cop apparently claimed in his report he was on the ground suspect was on top of him when he fired and then ran off. Said he believed the suspect was going for a small gun in the front of his pants. The dept fought for over a year to prevent releasing the video to the families lawyer. Grand jury failed to indict the cop citing 'lack of evidence'. Family is suing the cop and dept.
The pig didn't know that. He murdered the man for not immediately submitting to the fat bastards dominance. The guy wasn't even fighting back when the egomaniac threw him to the ground. Would you just allow yourself to be groped and cuffed for "running a stop sign"? I'd be struggling to comply with the situation if that happened to me

The cop came up with a story - and in his statement claimed he thought the guy was going for a 'small gun hidden in the front of his pants' - No gun was found. The dept backed the cop - and said it was not against policy - 'was resisting and feared the guy was about to attack him'.
Piggie pulled him over for the out of State paper plates - no need to get him out of the vehicle - for a 'rolling infraction' of running a stop sign - which was likely bs anyway. - where's the footage from the car cam of the traffic infraction??.
