You have to fire the CEO because he signed off on it. And you need to reelect the board of directors because they likely hired that CEO because he would go along with it. CEO incentives are such that they really don't have the incentives to engineer losses like this without external pressure. The only ones with real pressure on them is the board. And the board doesn't mind because while it is their money at stake it is also 99% other people's money at stake.

I called this very problem years ago before blackrock was a thing. This is why the SEC needs to not be a thing so more creative investor agreements can exist and develop models without built in incentives from companies to implode themselves at the wishes of a few investors. It's the law that investor control over companies is structured this way or similar. While maybe it protects investors from conceivably worse structures it guarantees a scam.

Basically never invest in a publicly traded company without dividends because you are marrying yourself to retardation without even a cash flow to come from it... under the expectation that someone else will be willing to sign up for the same arrangement at a higher cost in the future, and at no point is this retardation going to catch up before the effective true maturation of the investment at infinity.
