Also, odd opinion, he should just let her go. The store policy is apparently to not ID people, so he's basically without useful witnesses to the actual crime. And if the store wants to give shop lifters free license they should get ransacked. As for the risk of her stealing from other stores that don't actually want to be stolen from, the officer should tell her that the store didn't want to id, hint hint, steal from only that store and tell your friends.
