No she has no idea whats going on - listen to what she actually describes - the police where concerned (and rightly so) wanted everyone to leave and were unsure if the area was secure - she took that to mean maybe another shooter out there somewhere.

Btw, not sure if everyone knows but the sniper team that allegedly got him was located on the white shed situated halfway down the field (above the Main st logo) - all this talk about the first time shooting him - they couldn't see dude bc trees obscured them and initially thought they were being shot at - that is why they were flinching and moving around, (nor the second team on the other barn roof from the first team.)
