It remains to be seen if he is correct. But there is a certain stigma in being a homeless bum. Maybe particularly from upper class bourgeoisie types from which I have to draw the females from. The men not so much - they'll probably mostly be bums themselves.

As an aside this farm concept has some real teeth. One reason these top states keep using the behave technology is that unilateral disarmament allows advarsaries to turn rival countries into a farm. Sullivan has, or at least had as of last year, the authority to first launch nuclear weapons if Iran, China, and Russia try to turn the US into a farm. We don't want to be a behaved farm. That's for sure.
Sector2 uses 'ranchers' by the way, not 'farmers'. My mistake. The farm is nevertheless a very real concept - if at the classified level. Hostile states could very plausibly turn the US into a defenestrated 'farm' where the US population is made helpless, ripe to be slaughtered like pigs. That's how powerful this classified behavior modification weaponry is.
