They're declaring three different shooters because the spacing in time between when when the bullet strikes and the report of the bullet being fired, but that's assuming they all strike the same location. The difference in timing could be explained by one bullet striking an object closer to the shooter, say an audience member, and another bullet striking an object further away, say the hydrolics hose of a crane. I'd like to see their analysis to verify they're accounting for all variables.
