Actually no Congress person can be arrested or prosecuted for anything they say in the floor of congress. That's why the Pentagon papers were leaked by a representative reading them allowed on the floor of congress. You cannot be prosecuted for disclosing secrets or anything else as a congressman when you're speaking on the floor of Congress so they can shout they can do whatever they want and they cannot be prosecuted.
