One guy in the community thinks he's free to do what he wants on his property. A neighbor doesn't like it, gets pissed, does something, claims it's "because of his kids" and the end result is the community disbands and moves on. Literally the failure of every single community. Imagine you are a guest at an apartment, you have to obey the rules set down by the apartment owner or you will not be permitted to stay.
Theres a second set of rules set down by the landlord of the apartment, and neither you nor your host may violate those without being made to leave.
And there's a third set of rules laid down by the government that neither you, your host, nor their landlord may violate, or they would have to be removed from society (such as into a prison).
The options are therefore to have the owner of the Neighbourhood set down a local rule against public nudity.
Or for the father of the child to move out of the Neighbourhood they were in.
Or for them not to send the child to that school, or for them to use a route other than the one that takes the child past that house.
Or for them to convince the old guy not to be nude outdoors on his property.
Or to just accept it, and make public nudity soneyhing thar is no longer socially taboo. (Maybe take a page from rome Athens and sparta)
