This is the first step in the government requiring total tracking and surveillance.
(Cue all of the implanted chips, facial scanners, Mark of the Beast, and all of that stuff.)

If you refuse to submit to the total government tracking and surveillance programs, they'll claim that "hackers" stole your identity, cleaned out your bank accounts, and racked up massive debts that you must pay back.

They're the ones creating the problems, so you have no option but to accept their solutions.
Complete tracking and surveillance will be "optional". But if you refuse, you'll suffer the consequences.
