I don't think he's homeless. I believe that is a medieval faire and that guy is cosplaying the old man "Wat Dabney" in the Terry Gilliam movie "The Jabberwocky" who cut his leg off to help with his begging.
Damn, you're right. I see a few women in single color, full length dresses, which you never see outside a faire. I'm going to guess someone liked the Wat Dabney character enough to cosplay him. I think I see a severed limb next to him.
