2 year olds don't need wheelchairs since strollers exist.
Electric wheelchairs don't cost $20,000 unless you're throwing money into a furnace.

A 2 year old that needs a $20,000 wheelchair is never going to be a net positive to society.
Maybe the insurance donates the kid a wheelchair for a tax write off or something, but, that kid is going to outgrow that chair in 12 months anyway.
Then what?
Eventually that kid is going to be digging around in your pockets too.

At some point, you just have to say "Well, we can invest $20,000 in a retarded kid, or $20,000 in a kid with a 130 IQ".
