What civilization do you propose that doesn't have some form of a court for free men to negotiate with each other?
At least the Germanic tribes were able to do this without a government to enslave them.
Jews would tell you that the legitimacy of the court must derive from their Jewish-God and only their Jewish-God, and that their Jewish-God has conveniently installed their Jewish-Judge to arbitrate.
Or, you can do as the Germanics did and insist on freedom.
Viking trials sound a lot more fun than ours. Frivolous lawsuit? Get the person who filed it sentences to death or just stab them and pay the weregild since you were gonna have to pay anyway.
But seriously, that saga was christian propaganda to make the vikings seem like barbarous murderers when the reality is they were mostly pretty chill.
