Literally is it just really badly trained, or more likely very badly mistreated - or just a schizo dog, and over stimulated/ over-excited.

I think it just comes down to negroes, in general. The lack of temperance and overall quality of niggardly appearance is relatively ingrained into them as a species. Good thing the other (non-negro) dog was there and able to take control of the negro before any worse behavior ensued.
