Yes, iirc election (federal ?/) procedure under the Constitution clearly states/ implies only votes made before midnight on the day set forth for the election are legitimate votes and counting continues nonstop until all those votes are counted - not batches / boxes found up to three weeks later or late voting etc - or precincts calling a stop on counting and then resuming the next day etc.
Thats is also why postal ballots are to be post marked.
Counting of ballots is meant to be done at the precinct where they were cast and not 'removed' to another location for supposed counting etc.

This is not/no longer a society of laws. It is a society of Rule. Not Rules. Singular.
