Can some one explain 2 states almost identical governmental structure same population. One can get votes in one day one takes 2 weeks?

The whole of Brazil was Bolsonaro. The vast majority of the people were for him. The commie running against him couldn't even be seen anywhere. Then, just like here in 2020, miraculously votes started flipping. See, Bolsonaro and Trump got along great. Both countries doing better. Bolsonaro was one of the few world leaders who believed OUR election was stolen. Next thing ya know, Bolsonaro is running for his life and barred from seeking office for eight years.
