They are called frits, your windshield is a composite material made of glass, plastic, and adhesive. The frits are a purposeful deviation that allows the plastic and adhesive to bond to the glass.

Its so that there isn't a massive temp difference between the black rubber seal and the window - which would cause it to break in heat.

The dipples allow for more even heat spreading
