She couldn't quite process why a govt. Department being named DOGE and headed by elon musk was funny. I tried "because he's the dogecoin guy!", but then I had to explain what that was. Finally I realized I had no idea why it was funny, and switched on NBC news for her.
Seldom, but not never. There's an art to explaining them. You have to keep it simple and deadpan with well timed pauses, or demonstrate with an analogous joke.

Usually jokes use someone getting hurt or involve sex to cause the tension.
If the person will not feel tension as they lack the correct context, they will not find it funny.
If you see someone tell a joke to those who have no context - it's super awkward to watch
