Tell me you never tried to draw a circle using Gimp on Linux without telling me. There are long tutorials out there explaining how to do it and it takes about 17 steps more than it should to accomplish.

I gave it a try. I used the circle selection tool, held shift to make it a circle as I expanded, Select->Border, then Edit->Fill with FG Color. Not anti-aliased. I'm assuming the "correct" way is to make a path based on the selection, then fill that. Yep, make the circle selection, Select->To Path, then in paths tab do Stroke path (ohhh baby!) and you get a circle. I'm using an ancient GIMP (2.8) so it might be simpler/harder in newer versions.
Writing this down and expecting a convoluted series of steps to be an adequate solution to the problem of drawing a circle in software is quite worrying. By the time you figured out that you need to start with a selection tool you should have realized how awful this entire solution is.
Drawing a circle should be as simple as drawing a line. Or drawing a triangle. Or drawing a star. Or whatever other shape. It should be one step.

I don't have Windows, so obviously I never touched photoshop. But you don't need to take a college course in photoshop to determine how awful a given piece of software is. I use ImageMagick for image editing on Linux.
I think these tools started as photo editors. The selection route gives more power. I personally dislike tools which commit each step, without the ability to edit each step individually later. Adobe Illustrator took this approach, where everything is a vector and editable.

(1) At Step 3 you only have a circle selection tool, not a drawn circle. How do I make it a red circle that actually draws on the canvas, one that isn't filled so I can circle things on an image to indicate they are important?
I did not skip Step 2, even if I did it would only lead to an ellipse instead of a circle. What I'm complaining about isn't the shape, but that I can see small rectangles. This is neither a circle nor an ellipse. It's an ugly mess.
The problem here is that you are looking for a tool with training wheels like MS Paint. The problem with that is that you quickly reach the limits of what it can be done with one click... that's why MS Paint is nearly useless
I can use my NVME's hardware acceleration by installing Windows; with Linux, I'd be forced to use software encryption and take a 400% hit on random read/write performance in addition to supporting a product made by and for transsexuals. Fuck Linux.
