People like to throw that word "civilian" around a lot. I blame the government because they have essentially changed the definition of what civilian is, they now refer to anyone NOT associated with the government as "civilian" when in fact ot is more of a military term.

1. One who is skilled in the Roman law; a professor or doctor of civil law. 2. In a more extended sense, one who is versed in law and government. 3. A student of the civil law at the university.
