Yes. Terms come to have meaning, and for everyday people, it's a reference to "Luigi" assassinating that health executive. When the companies use it, it's a reference to their policy. It's not a threat.

Only against explicit threats in the US. Delay, defend, and depose does not meet that qualification. If it did every nigger that has ever sang into a can would be in prison.

If you're not in the US then anything can be construed as a "threat" so it's largely pointless worrying about it, as if they're going to arrest you they will invent a reason.
